Learning does not fail because people do not care. It fails when the environment gives people no reliable way to apply what they have learned.

A programme can be well designed, well received and promptly forgotten in practice. That does not necessarily mean the programme was poor. It may mean that the work system around it has not changed enough for the new behaviour to become easier than the old one.

The practical question for HR and L&D is therefore not simply whether people completed learning. It is whether the organisation has created the conditions in which new capability can transfer into daily work.

Workforce Capacity Audit

When a sponsor needs better evidence before selecting an intervention, the Workforce Capacity Audit examines the relevant performance condition across an agreed workforce, function, department, business unit or leadership population.

It may examine workload, role clarity, manager practice, operating rhythm, learning transfer, decision rights, change absorption or another agreed constraint. It does not start by scoring employees or diagnosing individuals.

90-Day Workforce Performance Roadmap

When an Audit has established a priority population and a small number of conditions that need to change, the 90-Day Workforce Performance Roadmap creates a practical implementation sequence.

It identifies the required sponsor and manager actions, work-condition changes, reinforcement points, review indicators and ownership needed to move an agreed finding into ordinary work.

Focused application and reinforcement

A Manager Performance Practice System can make a small number of observable manager practices easier to apply in daily work. A Performance Conditions Implementation Partnership can support a defined department, function or business unit in applying an agreed Roadmap.

Optional Expert Review

A Defined Expert Review is available only for a bounded organisational question where an additional human perspective would be useful. Its purpose, contributors, information boundary and intended output are agreed in advance. It does not create standing adviser access to employee, workforce or client information.
